When learning to fly, one of the techniques you’re first taught is something called “lookout”.
This is to encourage you to identify possible external threats to your safety. It’s done by looking into the distance and then scanning around to spot what may, at first, appear to be tiny objects which then become very large, very quickly, as they hurtle towards you. “Horizon scanning” therefore helps to identify emerging threats. The notion extends to projects and programmes such as the London Market Target Operating Model (TOM) – a major programme to improve the London-based commercial insurance market.
